I have had to relegate this article to the position of Opinion piece, despite clear evidence that the current caretaker government of Ireland, has at the very least failed the Irish people, or even more likely, actually caused some of the deaths in our care homes. You see in modern Ireland, once the land of Saints, poets and writers it is no longer acceptable to point out the mismanagement and wrongdoings of those in power.  

Firstly, and possibly under ongoing & ever present,  pressure from the vastly over represented NGO sector in Ireland.  This caretaker government failed in it’s duty to the people of this country,   by refusing to close our airports,  in some kind of misguided and totally irrelevant feeling of duty to the European Union (E.U).
 

Not to mention, the absolute FACT, that other European countries within only days of the Covid-19 pandemic outbreak, moved to secure their peoples, by closing all or most of their borders!.
 

In Ireland however, even as late on in the pandemic as April 2nd, it appears that the Taoiseach was playing down the value of being tested for the deadly (in some cases) Covid-19 virus. Despite the fact that infections are still growing in numbers,

Extra.ie  reports : On the worrisome subject of lack of Covid-19 testing kits / agents, The Taoiseach said: “Actually the result of the test won’t affect the course of your illness in any way because there’s no specific treatment for this virus the treatment and advice we give will be the exact same whether you get the result or not.” However, Mr Varadkar, who was standing in the middle of the convention centre at City West understands the stress and anxiety this causes. Many might have an odd view / opinion of the Taoiseach’s statement above.   For example one could decide that this means there is little or no point in actually taking the Covid-19 test. I mean after all,  the Taoiseach did say  “the treatment and advice we give will be the exact same whether you get the result or not”.

Now of course, I understand that this was simply a man fumbling for some form of defence,  in attempting to reply to extremely awkward questioning from members of the press.  However that said, it would have been far better for Taoiseach Varadkar to admit his and his government’s failings, rather than leave a statement open to conjecture supposition and misunderstanding!.

Extra.ie  Reports: Then Health Minister Harris went on further digging a hole for the duo by saying : ‘It is absolutely this country’s ambition to be testing in a high range, and we’re entirely right to do it because it was our public health doctors saying it is what we should be doing.’ (Source: Extra.ie )

24 hours is a long time in Irish Politics

24 hours being a very long time in politics,  the next day Minister Harris stated in response to criticism over delays in providing Covid-19 test results.  Minister Harris said:  big progress has been made over the past days.
 

Only 1,500 tests are being carried out here daily, much less than the 15,000 a day promised. People are being forced to wait up to ten days for a result because of a lack of swabs, testing centres and labs. (Source: East Coast FM  )

Irish Mirror.ie  Reports 13/04/’20  Ireland's coronavirus testing backlog has fallen to 11,000, health service chiefs said. The total once stood at 35,000 but is expected to be eliminated entirely by the end of this week, Health Service Executive (HSE ) chief executive Paul Reid said. He attributed progress to increased testing in the Republic's laboratories and others being carried out at a German facility. Mr Reid said:  "That backlog will continue to be reduced and will be reduced completely during the course of this week." Ireland wanted to get to 4,500 tests completed per day but that number has already been massively outstripped. Mr Reid added: "We did peak to almost 8,000 (7,900) tests completed last Saturday."  A total of 25 testing laboratories are being used by the HSE. Ireland has had a "significant delivery" of reagents used in the process from China.  It is undergoing quality assurance testing.  Mr Reid also said there was a "significant issue" with the availability of gowns to protect health workers.  A second batch of personal protective equipment worth 67 million euros will begin arriving from China later this month. Ireland has driven down the rate of infections through early moves towards social distancing and increased testing and tracking of the disease. (Source: Irish Mirror )

NOW, most Irish men and women would put the care and welfare of our elderly & disabled far above that of even Garda powers, and concern for the economy ! That said the NGO sector in Ireland does not!, despite their habit of collectively agreeing on everything and anything that furthers their liberal, communist agenda. Ask yourself, When was the last time you witnessed ANY of the so called NGOs argue in debate via TV, radio or online, on issues that differ from the common / collective NGO agenda!,  and you will swiftly realise that in fact, YOU have never heard of, read or viewed any such discussion!.
 

Despite their (self stated) valiant attempts of our caretaker government in facing what amounts to the greatest disaster since the second world war, we now see the elderly in care homes facing what amounts to THE single biggest mistake made by any government worldwide!.
 

That said, and with very few exceptions, the NGO sector in Ireland has FAILED in it’s duty to OUR ELDERLY people as well !. By far one of the largest NGOs in Ireland is the Irish Council for Civil Liberties (ICCL), and in their statement to government they too have failed to point out the errors of instruction given by government, to care home managers!. As a matter of fact, their latest statement to government FAILED to even mention the elderly in Ireland and the current situation within the care home system that will no doubt lead to the deaths of many!.
 

The ICCL says "Consideration should be given to residents or detainees in congregated settings such as hostels, halting sites, direct provision and emergency accommodation centres, and prisons" .."
A rights-based approach to the pandemic will protect all of us, but particularly the most vulnerable. It can inform how we can work together as a society and as a community to addressing the great challenges we face Certain limitations can be made on our individual rights to protect public health in times of crisis. However a rights-based approach also requires the government to take specific action to protect those who are most vulnerable to the virus and its wider impact"
 

Rather Ironically, nowhere in the ICCL statement is there any mention of scandal of mismanagement under direct government instruction surrounding care homes for the elderly and the otherwise in-firmed.   This despite the fact that recent numbers of clusters of Covid-19 infected persons within these homes has doubled , possibly even quadrupled !.

Gript.ie   reports:  Just days ago the number of nursing homes with clusters of coronavirus infections in Ireland was 50. Within 24 hours that figure had doubled to 99 homes. A cluster is defined as “three or more COVID-19 cases in a single institution for a 72-hour period”. There are about 560 nursing homes in the country, so at this point more than 1 in 6 of them are experiencing clusters of elderly residents infected with the virus. Nursing homes are now being stretched to the limit in seeking to care for vulnerable residents. It was obvious from the outset that the coronavirus seems to have a particularly devastating effect on older people, which makes some of the government’s decisions in regard to nursing homes completely inexplicable. Nursing homes actually moved quickly to restrict visitors when the COVID-19 spread first became an obvious global emergency. By March 4th, Nursing Homes Ireland had issued a general restriction for homes nationwide, banning all non-essential visiting, children or groups. Then on March 10th, the Department of Health, in an act of sheer lunacy, lifted the general restriction, saying the ban was “not recommended” by the National Public Health Emergency Team. They claimed that the ban on visits was premature and would have a negative impact on residents who would miss the social interactions visits allowed. It should go without saying that the negative impact of a life-threatening virus should surely have been of paramount concern. At this stage Italy was already in lock down. (Source: Gript.ie )


Despite the ICCL statement being more complementary than critical of our caretaker government attempts at dealing with Covid-19, they actually managed to completely overlook the care home fiasco, in their rush to pay complement to Mr Varadkar and Co.  That said, they did succeed in making clear knowledge of The rights we have in our Constitution, the European Convention on Human Rights and international human rights law, and in pointing out to whomever might listen / read, that such conventions, rights and indeed the Irish Constitution still apply, YET can be limited!.
 

If Mr. Harris and Mr. Varadkar, have been suffering lack of sleep, due to their most unenviable positions of duty to the Irish people, our Front line services such as Medical (Doctors, Nurses and the like), the brave Men and Women of the Gardai, the Fire service, bin collectors, Shop assistants / managers & Postal workers and Truckers to name but a few. Then they MUST have surely let out one huge sigh of collective relief on knowing that the ICCL & the vast NGO sector in Ireland, is BACKING them with such revolutionary advice in such terrible times.

ICCL State: “The right to freedom of expression and information is key”. “The government should continue to be transparent about what is going on and why they are making decisions. This means giving people enough notice to prepare for all eventualities”. End Quote.
 

No, it’s NOT a joke! The ICCL actually stated: “The right to freedom of expression and information is key”.
 

The people of Ireland are actually expected to take advice from, and place their trust in our Health Minister Mr. Harris,  after all HE wouldn't lie to the people of this country!,  Would he?

Even during a time as dreadful as the current Covid-19 pandemic, which worldwide is killing off hundreds of thousands of innocent people, and day by day hospitalising more and more of our citizens. The NGO sector and it’s money grabbing billionaire sponsors can not respectfully sit in contemplation of the lives lost and families destroyed !.

Instead, assisted by Health Minister Harris they insist on the provision of chemical Abortion to women who wish to take the lives of their unborn children!. Because, even in such dark times as we currently face the opportunity to make even more money, is far too great a temptation for them to resist !.
 

We have focused mainly on the plight of our Elderly, and in most opinions, that is as it SHOULD BE!. Because this care taker government Will NOT! and the ever more profit seeking NGO sector worldwide, Will NOT!

Therefore it becomes the Duty of ALL Irish citizens to make sure that the best of everything is provided for our aged!. Not just because they have constructed this country with their labour, finances, opinion and Taxes. Not because they have mostly spent their lives giving to local communities and country, gave birth to further generations of Irish Men and Women who in turn gave birth !.
Not because of any of the above mentioned!.

BUT because,  if we do not care for the weakest & most vulnerable in our societies,  then we as a people become soulless, become joyless and absolutely void of ALL humanity!.
 


Now even the Disabled may face direct discrimination because of their affliction/s


As though having made error, upon error was not enough, the current Caretaker Government has decided to take their MISMANAGEMENT or very possibly criminal misadventure one step further!.
 

As I write this piece I feel almost disconnected from what should be reality, as though I am at home in my Mother’s house in 1970’s Dublin.  Where along with huge flowered wallpaper, VHS machines and vinyl records, came a fascination with dreadful SciFi movies at that time, that were both cheaply produced and poorly acted. However the common denominator of these ‘70’s Hollywood movies was the eventual doom of mankind, due to either alien invasion or because a man made virus was unleashed upon the general public of a major city or state, usually by some understudy with a grudge against the company, government or city.  Yet even in the backward years of the 1970's, It would have been unthinkable to even consider not helping our elderly or disabled!.
 

But sadly it is in fact 2020, and not some bad 1970’s movie i am residing in. My feeling of being somehow separated from reality, has nothing to do with Alcohol abuse.    But instead, is because I was in the past few days, informed of government / HSE intentions to construct fully a list of Covid-19 care entitlements!.
 

The list it is estimated, is a scale of points which one can accumulate due to prior or existing health conditions & age.  Suggesting for example, that a patient over 80 years of age might have accumulated a certain amount of points against them,  purely by virtue of their age!.
 

For sake of argument, let us say that Tom is a male patient who has been diagnosed with the Covid-19 virus, now the fact is that our subject (Tom) is 81 years old and suffering with severe diabetes.   As I understand it,  Tom has gained points against him by virtue of both age and illness!.   Therefore Tom is actually less likely to have access to a ventilator or possibly even further medical assistance due to what is being called:   “HSE guidelines on ethical decision-making in the Coronavirus pandemic” .

NO it’s not a mistake, nor is it a necessity at this point,   especially when one takes in to account that some hospitals around the country are dealing with only a small amount of patients with Covid-19,   while Dublin and Belfast in particular, are being swamped with infected patients.
The mismanagement by this caretaker government and it’s Health Minister is being further compounded time and again, and soon this compounding will come to a head.
 

I have spoken with Doctors & Nurses about the kind of decisions THEY will be expected to make in caring for Elderly and Disabled persons placed in their care. Now before I continue, I know the argument WILL be made that such decisions will be made by senior Consultants and Managers or representatives of the HSE.
 

But as one nurse said to me today (Friday), It may not be my decision to refuse someone access to a ventilator and I may never actually know who made that decision.   But I will be one of the many, expected to deal with a human that has been denied.
 

In other words, THEY (Doctors & Nurses) do not even want to imagine a situation where our subject (Tom), their patient, is by virtue of either age or prior illness, denied access to a ventilator or for that matter ANY type of equipment or medications, only human hands on care !.
I am sure you have already noticed that I have used, maybe over used the name Tom, to describe what is for now at least, a fictional creation of my making.   I did this for one reason !. To install in the minds of all who read this,  that we are dealing with a human!,  NOT a statistical figure,  but a living breathing human and fellow Irishman who may be denied treatment !.
 
Thus far we have dealt with the Elderly, then the elderly with prior or existing illness.  Now we MUST speak of the Disabled of ALL ages, those within our society that by virtue of affliction may become a target of the “HSE guidelines on ethical decision-making in the Coronavirus pandemic” .  I am fully aware that I have used the words “target of ",   I do so absolutely with good intention.   Because the possible implications of the HSE: Guidelines on persons of disability are frankly, UNTHINKABLE!.
 

A very good friend of mine, who passed away just over a year ago, actually foretold of the likelyhood of such measures!. She stated that the abortion bill success would bring with it, terrible and unimaginable consequences for the disabled and those born into illness. She further went on to state that: “ The value of each life born with disability,  will be lessened with that of every life taken by abortion”.
 

Let me be very clear, she died some 7 or 8 months before the first case/s of Covid-19 became common knowledge in China. But to give an example to me, she told me of a friend of hers living in the UK, who has a child in a wheelchair. I can no longer remember the child’s illness as described at the time by my friend.

She described how,  while the Mother (her friend) was walking in a local park,  a man in his late 20’s came up to them and knelt down in front of the child’s wheelchair.   Apparently not unusual, as often people stop, bend or kneel to speak to the child as she is so very beautiful! (my friend said).   However, this man kneeled down to tell the child (6 or 7 years old then), that her Mother should have aborted her!,  because she is a burden to her Mother and eventually will be a burden on HIM as a tax payer, in the future!.
 

In absolute honesty, as she told me of this terrible incident experienced by a tiny, young, innocent and “Beautiful little GIFT from God” (as her Mother calls her).   I found myself struggling with two extremely strong emotions, both attacking me at the same time.   One was that of anger, or to be honest almost Rage and the other was hurt!, not my hurt.   But I could feel the hurt that the child’s Mother must have also felt, though I couldn’t even imagine the extent of the hurt the Mother had felt, there and then!.
 
Now in the past twenty four hours, as discussion has come to light about the latest HSE Guidelines for the treatment or NOT, of Covid-19 patients.   It has become clear that disabled persons are likely targets for this ill conceived, point system against the weakest in our society.

Gript.ie   reports: April 17 th ‘20 Harris refuses to include disabled in guidelines on Covid-19 care entitlement. The Minister for Health, Simon Harris, has refused to amend HSE guidelines on ethical decision-making in the Coronavirus pandemic to explicitly include people with disabilities. The guidelines , an Ethical Framework for Decision Making During a Pandemic, say that sometimes critical care may need to be ‘prioritised’, and that “rationing decisions” should “consider which patients are most likely to benefit from the intervention.” The protocol states that “frailty status” is “relevant in this context”.   (Source Gript.ie )
 

Are we actually to accept without argument or protest,   that it is OK today in 2020 Ireland,  NOT to assist those considered to have less than full or lengthy life spans? I know the statement above,  will be frowned upon in many quarters,  but nevertheless some things left unsaid, inevitably lead to the conclusion that one consents to such practise !.     I DO NOT!

Thankfully, there are some in Ireland speaking out for those likely to be the considered unsuitable in this government sanctioned lunacy.   For example, Down Syndrome Ireland   made the following statement :
 

Responding to the guidance, Down Syndrome Ireland’s Head of Member Services Nicola Hart said:   “These are unprecedented times and the HSE is under extreme pressure. But people with Down syndrome and other disabilities and their families are concerned that the new guidance could result in them not getting equal access to critical care. “In the absence of a clear working definition or scale, frailty is a subjective term. Having no clear definition of frailty could impact on decision making with regard to people with lifelong disabilities. We know that Down syndrome could be considered a comorbidity, and anyone requiring support for daily living can be potentially classified as frail, depending how this is measured.  When faced with more patients than ICU beds, will there be a value judgement,  conscious or otherwise,  that the life of a person with Down syndrome or another long-term disability is worth less than someone without?”  “People with Down syndrome may need additional support, but they are still valued members of their families and communities and should not be discriminated against on the basis of their disability”. 
 

In addition to the Government commitment to ‘minimise the health, wellbeing and social impact for people who may be at greater risk’, the state has obligations under the UNCRPD to ensure people with disabilities have access to the same quality and standard of healthcare as everyone else.
“This is a particularly difficult time for us all, even more so for anyone falling into a vulnerable group, and families need to hear that the rights of people with disabilities are still being upheld, and that consideration is being given to their individual needs in difficult circumstances,” Ms Hart said. Down Syndrome Ireland is calling for the Department of Health to update the document to provide people with disabilities and their families reassurance that the human rights of people with disabilities are protected. Statement on the rights of persons with disabilities during Covid-19

April 17 2020,  DFI along with other Irish disability activists and organisations, have signed a “Statement on the rights of persons with disabilities during COVID-19”.   The Disability Federation of Ireland and many other disability charities, bodies and disability activists, state that Ireland MUST abide by the United Nations Convention on the Rights of Persons with Disabilities, UN CRPD.  We ratified the Convention so we expect equal, inclusive and non-discriminatory treatment for all during this pandemic. This is especially important in healthcare.

The statement also stresses the need for;
  • person-centered planning/decision-making
  • accessible information
  • support to carers and families
  • community + social welfare supports for people with disabilities
         among other issues.

In conclusion

I could have continued writing on the subject of the errors in the handling of our Care Homes, because there are so very many,  or on proposed Help OR lack of help,  for the aged & this so called: “HSE guidelines on ethical decision-making in the Coronavirus pandemic” .
The current and ongoing appalling treatment of our Disabled people.  Or indeed the VERY likely discrimination of all above mentioned under this guidance.  Though I struggle to find Anything either helpful or for that matter ETHICAL, in this arse about face attempt at handling of the Covid-19 Pandemic by this caretaker government.


Ironically, a caretaker government which both Mr. Varadkar FG. and Mr. Micheál Martin FF.  appear so very eager to keep alive,  in some sort of marriage of convenience, or perhaps more correctly described; Shot Gun Wedding!.
