The year after this , in 2011 , Irish Prime Minister Enda Kenny and Minister for European Affairs Lucinda Creighton in association with the European Commission in Ireland and European Movement in Ireland started the Blue Star Programme in Primary Schools.

According to the European Movement in Ireland who is responsible for training teachers and implementing the course :
The goal of the Programme is to foster a strong sense of EU citizenship
To achieve this they suggest that children should undertake projects in the classroom such as to "hold a mock parliament session" or "run a simple election" .
They say they will supply the children with "MEP info sheets" , "European Parliament wall chart" , a "Mini booklet of the Charter of Fundamental Rights of the European Union" and various print products with "Attractive photos and illustrations" which "make the print products very appealing to children" .
On Completion of the Course they will give the Class an "EU Flag and a Blue Star certificate of achievement signed by the Minister of State for European Affairs"
The Government has announced plans to complement the Blue Star Programme with a follow on programme in Secondary Schools.
A recent Department of Education Plan entitled "National strategy on Education for sustainable developement 2014- 2020" states
The NCCA has developed a draft syllabus for a new Politics and Society subject . The Minister for Education and Skills has recently prioritised the introduction of this subject. Its availability would complement the Blue Star Programme at primary level
