South Dublin- State being investigated at 'highest level' over alleged breach of planning laws
Dolcain House Clondalkin - State being investigated over alleged breach of planning laws
South Dublin County Council have confirmed that an investigation "at the highest level" is underway following a number of complaints to Planning Enforcement that the State is operating an illegal settlement for Asylum Seekers in the Clondalkin area.

The complaints relate to the State's use of a 4-5 Storey Office Complex known as Dolcain House for Residential Purposes despite its owners Randelswood Holdings Ltd having being refused planning permission on three previous occasions for residential use.

It is understood that the State is accommodating approximately 100 asylum seekers at the premises predominantly of African origin who are living within small office rooms without due regard to residential standards or fire safety regulations.

Last November, An Bord Pleanala rejected a pre-application for strategic housing to use the building for residential and stated in its report that .. "Comprehensive air quality and noise assessments" were required due to the buildings close proximity to a Quarry.
